The reason why one finds running outdoors so much harder than on a treadmill is that they are not pacing themselves and have nothing to determine their pace so work far harder too early. On a treadmill you set the speed so know what it is and it is constant.
Also you run with the treadmill versus outside you create the momentum. Also the air is different outside to inside so this has an impact. In terms of effectiveness it doesn´t matter which one you do as it is about the stimulation of heart and lungs not about the mode of exercise you choose. So focus on working intensively as that is what is important.
